The Phoebe Joey meme, also known as 'Joey Speaking French,' is a popular multi-panel format taken from a 2004 episode of the sitcom Friends titled 'The One Where Joey Speaks French.' In the scene, Phoebe Buffay attempts to teach Joey Tribbiani French for an audition. She has him repeat small syllables of a phrase correctly, but when asked to say the whole sentence, Joey responds with total gibberish. The internet adopted this format to mock situations where someone agrees with every step of a logical argument but fails to reach the correct conclusion at the end.
